Situation in Ecuador

The Ecuadorian Integrated Used Tire Management System Corporation (SEGINUS) is a non-profit legal entity, established under the Civil Code and in accordance with executive decrees and ministerial agreements issued by the Executive Branch for its regulation and organization.

SEGINUS obtained its legal status on October 5, 2017, through Ministerial Agreement No. 089, issued by the former Ministry of the Environment and published in Official Registry No. 129 on November 28 of the same year. Thus, October 5, 2017, is recognized as the organization’s official founding date.

SEGINUS was created to collectively manage used tires in Ecuador, working in collaboration with various actors in the production sector to ensure compliance with current environmental laws and technical regulations. To achieve this, SEGINUS implemented a collective circular economy system that promotes a culture of recycling by repurposing end-of-life tires through a traceability mechanism—transforming them into energy, flooring, artisanal products, and more.

SEGINUS operates under a Comprehensive Used Tire Management Program, officially approved by the former Ministry of the Environment on September 26, 2018, through Official Letter No. MAESCA-2018-1928-O. This program serves as the foundation for all activities and services offered to our members, who are represented by the organization, and it supports annual reporting to the Environmental Authority regarding compliance.

All SEGINUS members are required to comply with the provisions of Ministerial Agreement No. MAATE-2022-131, published in Supplement No. 219 of the Official Registry on December 29, 2022. This agreement governs the application of Extended Producer Responsibility (EPR) in the comprehensive management of end-of-life tires, repealing the previous Ministerial Agreement No. 098, published in Official Registry No. 598 on September 30, 2015.

Through its PITS platform, SEGINUS provides guidance, technical support, and data storage services that help its members comply with the requirements established in Agreement No. 131. This includes generating traceability certificates for end-of-life tires and monitoring the fulfillment of annual collection, management, and final disposal targets.
